California Assembly Bill 488
Beginning January 1, 2024, Blackbaud is prohibited from assisting organizations not in “good standing” in California with making charitable solicitations to and receiving funds from California residents. If your organization is not in “good standing”:

Consult your legal advisor for guidance.

You should suppress California residents from your charitable email solicitations.

Some transactions, like donations, made through Blackbaud solutions from California residents will no longer be accepted.
All U.S. charitable organizations that operate or solicit donations in California must maintain "good standing" in California, even if they’re organized elsewhere. For more information or to check your status, see California Assembly Bill 488: Impact to Charitable Organizations.
While you work to reinstate your “good standing,” you’re prohibited from soliciting donations from California residents. To suppress California residents from solicitation emails, you can create a query of constituents with a California address and subtract the query from your mailing query.

From Queries, Manage Queries, select the category to create the query that excludes California constituents.

Select New Query.

Enter a name for the query, such as “California Constituents.”

Select Change Query Type to set the query type to Dynamic.

Under Starting Query, select Base: All Constituents.

Set Data Return Type to Accounts.

Set Criteria Matching to Match at least one criteria.

Under Criteria Options, select the following fields from the Account category:

Set State/Province to CA.

Select Postal Code Range and set Start Postal Code to 90000 and End Postal Code to 96199.

Select Save.
After you create the query, you can use it to create a compound query that subtracts California Constituents from your mailing query.

From Queries, Manage Queries, select the category to create the mailing query.

Under Tasks, select New Compound Query.

Enter a name for the query, such as “Fall Appeal minus California Constituents.”

Set the Data Return Type to Accounts.

Under How would you like the results of each query to interact?, select Subtract Query 2 from Query 1.

Set Query 1 to your mailing query.

Set Query 2 to the query you created that excludes California constituents.

Select Save to use this new query to send mailing.
