Any administrator with the role of Author or above can view the basic properties of custom work flows that have been created for that Web site.
Once a Website Administrator has enabled a custom work flow, it can be applied by a folder Manager to an individual content item or by a Website Administrator as the default work flow for (all items of) a specific content type.
A custom work flow cannot be assigned as the default publication process for an entire site.
