In Center Mode, administrators with the appropriate permissions can create Custom Targets; they can also organize those custom targets (plus vendor-supplied targets) into Target Lists.

Custom targets and target lists created in a center will automatically be in the security category of the Center – and will not be available to other centers

All centers will have access to Custom Targets and Target Lists in the General Security Category

If a Target List that is available to a center contains a Custom Target from another security category, that custom target will be available for use by that center (through the use of the Target List). However, the Center using that list cannot remove that Custom Target from the Target List -- nor edit that target in any way.
