Through Permission Management in the Constituent360 Groups area, you can grant other administrators URL Shortcut Management permissions to:

Manage URL Shortcuts on your site so that they can create, edit, and delete them

View URL Shortcuts on your site
Warning: Administrators can only create URL shortcuts to Blackbaud objects for which they also have permissions. For example, you must have Donation Form Management permissions to create a URL shortcut to a donation form.
